My boss says we already have a worker participation system, and don't need another one.

An employer cannot simply decide to keep an existing system. All workers and unions must be given the opportunity to have say.
There may be an existing worker participation system in your workplace. And if it is working effectively you, your workmates, your union and the employer may agree to retain it.
But the important thing here is that everyone has to agree. This means that an employer cannot simply decide to keep an existing system. All workers and unions must be given the opportunity to have their say.
