What is the ACC Accredited Employer programme (AEP)?
- The AEP better known as the ACC Partnership Programme is an incentive scheme for employers to ‘step into the shoes’ of ACC and deliver both injury prevention and injury management in return for a reduction in the payment of ACC levies.

Background to the Accredited Employer Review
- In October 2006 the CTU in consultation with the Unions wrote a discussion document outlining the union perceived problems with the ACC Accredited Employer Programme (AEP). The paper discussed issues relating to claimant experience with injury management, the conflict of interest for employers managing both an employees injury and employment matters concurrently, and union participation in the audit process.

- In December 2006, discussions between ACC, the NZCTU and Business New Zealand agreed to conduct a collaborative operational review of the AEP. The Department of Labour also accepted an invitation to participate in the Review.
- The Review was formally established by the participants as a joint initiative to develop advice, for the Review Steering Group, ACC Board, Department of Labour and/or the Minister for ACC. The focus of the Review has remained principally on operational issues and solutions.
- Work undertaken during the Review included information gathering, options identification, and assessments to determine the operational viability of options. Consideration was also given to further work required to develop options, inform decisions about whether to pursue particular options or to refer issues to others for further consideration and/or development (e.g., legislative or substantial framework changes).

The establishment of Joint Union/Employer/ACC Forums
- The Final AEP Review report made a number of recommendations including that ACC, NZCTU and Business New Zealand cooperate with a view to establishing and funding the operation of national and regional AEP forums, see below .

Regional AEP Forums
Regional AEP Forums are a general, regional meeting for Unions and Accredited Employers to meet and receive information on issues and developments related to the AEP.

The forums also provide an opportunity for Unions and employers to discuss issues relating to the Accredited Employer Programme.
Partnership Reference Group meetings were held throughout March, May and June 2009 in Christchurch, Auckland, Invercargill, Wellington
